This literature review aims to investigate post-disaster management of the Sinabung volcano eruption. The analysis used Vos Viewer. The author limited the publication years of articles to 2014 to 2024. From the bibliometric review, the author used the keyword "Multi-Level Governance" and found 565 documents published in reputable journals (Scopus). However, when the author used the keyword "Multi-Level Governance and Disaster," the author only found 49 documents. The author then continued using the keywords "Multi-Level Governance and Mount/Eruption" and "Multi-Level Governance and Disaster Management," which yielded "0" documents (no documents specifically using these keywords in the article titles). The review revealed the importance of multi-level governance in post-disaster management, such as encouraging refugee involvement in the complex relocation process, meeting social, economic, and cultural needs to support social ties among refugees in their new location, and building relationships and communication with local cultures. The author sees that research using the Multi-Level Governance concept needs to enrich the Multi-Level Governance concept itself and analyze the governance problems that arise in disaster management so that it is necessary to increase the use of the multi-level governance concept in analyzing disaster management, starting from the pre-disaster, emergency response and post-disaster stages.
